Position Summary
Canada’s electricity sector is experiencing significant growth and transformation. As Canadians electrify their homes and vehicles, integrate renewable energy technologies into the grid and embrace digital technology, it is crucial to bring together employers, unions, post-secondary institutions and policymakers to address the labour challenges confronting the sector.
Electricity Human Resources Canada (EHRC) is working with its partners to build a world-class, safety-focused, innovative and inclusive electricity workforce. A key element of our work is translating labour market intelligence into actionable programs in partnership with relevant workforce stakeholders.
Reporting to the Director of Special Projects, the Regional Workforce Development Lead will serve as the Energy and Electricity Workforce Alliance‘s primary point of contact and regional representative in either Eastern or Western Canada. The lead will build strong relationships with employers, post-secondary institutions, labour unions, Indigenous community leaders and provincial and territorial governments across the energy, electricity and related technology sectors. The role combines stakeholder engagement, policy monitoring and regional co-ordination to identify workforce gaps, advance collaborative solutions and inform Alliance strategy through timely briefings, labour market intelligence and reporting.
Responsibilities
Relationship Building
- Identify, cultivate and maintain relationships with employers, post-secondary institutions, relevant labour unions and Indigenous community leaders in the energy, electricity and related technology sectors. One role will represent Eastern Canada (N.L., P.E.I., N.S. and N.B.) and the other will represent Western Canada (B.C., Alta., Sask., Man. and the territories)
- Develop and maintain relationships with provincial and territorial government departments relevant to the Alliance’s mandate, including education, labour, immigration, energy, infrastructure and labour market information bodies
- Serve as the primary regional point of contact for regional stakeholders, ensuring consistent engagement and responsiveness
- Identify and act on opportunities for collaboration between workforce partners to address regional workforce gaps (e.g., curriculum alignment, apprenticeship pathways and work-integrated learning)
Policy Analysis and Briefing
- Track relevant provincial and territorial policy, funding and regulatory developments that may affect the energy and electricity workforce
- Monitor and review policy documents, regulatory announcements, utility investment plans and labour market data relevant to the region, and synthesize them into clear, concise briefing notes that highlight workforce implications
- Flag emerging issues or developments with potential workforce impact (e.g., major infrastructure investment, regulatory change, utility announcements) to the Director of Special Projects in a timely manner
- Prepare briefing materials for internal leadership and, as required, external stakeholders, including employers, unions, post-secondary institutions, Indigenous partners and government partners
- Support the EHRC LMI team in the development of regional labour market intelligence to inform Alliance strategy and priorities
Regional Representation and Coordination
- Act as the regional “face” of the Alliance, representing the project at relevant conferences, sector events and stakeholder meetings
- Secure regional stakeholder buy-in to advance Alliance initiatives
- Coordinate regional stakeholder roundtables or working sessions as needed
- Provide regular updates to the Director of Special Projects on regional stakeholder engagement, emerging issues and opportunities
- Collaborate with other Alliance team members and EHRC team to ensure regional activities align with overall project and organizational goals and are accurately tracked
- Perform other related duties as required
Reporting
- Maintain records of stakeholder engagement, relationship status and key developments specific to the region
- Contribute regional updates to overall Alliance reporting, dashboards and funder and leadership reports as required
Qualifications and Experience
The ideal candidate is a delivery-focused professional who excels at identifying and engaging with relevant partners in the workforce development ecosystem. Specific qualifications and experience include:
- Post-secondary degree or diploma in a relevant field (e.g., public policy, labour relations, business, energy or environmental studies or political science) or an equivalent combination of education and experience
- At least five to seven years of experience in stakeholder relations, workforce development, government relations, policy analysis or a related field
- Demonstrated experience building and maintaining relationships with diverse stakeholders, including employers, unions, Indigenous communities and/or government departments
- Strong understanding of, or demonstrated ability to quickly learn, the energy and electricity sector landscape (utilities, generation, transmission and emerging technologies) in Eastern or Western Canada
- Excellent written communication skills, with a proven ability to synthesize complex policy, regulatory or technical information into clear briefing materials for varied audiences
- Strong verbal communication and relationship-building skills, with confidence engaging senior stakeholders, including executives, government officials and union leaders
- Familiarity with the provincial/territorial policy and regulatory environment in the relevant region
- Ability to work independently and manage a varied, self-directed workload while reporting into a central team
- Willingness and ability to travel regionally as required, with occasional travel to Ottawa headquarters
Preferred Qualifications and Assets
- Existing relationships or a network within the regional energy, electricity or utility sector
- Experience working with or within labour unions, post-secondary institutions or government labour market and workforce programs
- Knowledge of labour market information (LMI) sources and analysis
- Experience in a coalition, alliance or multi-stakeholder initiative
- Bilingualism (French/English)
- Familiarity with apprenticeship systems, Red Seal trades or skilled trades training pathways
Work Environment
- Work-from-home with potential for future hybrid work environment in the region.
- EHRC is hiring for one role for a candidate from Western Canada, ideally in Calgary, Edmonton or Vancouver.
- EHRC is hiring for one role for a candidate from Eastern Canada, ideally in Halifax, Fredericton or Charlottetown.
- Small hybrid team of about 20 staff.
- Some travel regionally and across Canada is required. A couple of all-staff meetings in Ottawa are anticipated annually.
Compensation and Benefits
- This is a term, three-year contract with the possibility of extension.
- Salary: $75,000 to $87,000 annually, commensurate with experience.
