Position Summary
Canada’s electricity sector is experiencing significant growth and transformation. As Canadians electrify their homes and vehicles, integrate renewable energy technologies into the grid and embrace the impact of digital technology, it is crucial to bring together employers, unions, post-secondary institutions and policymakers to address the labour challenges confronting the sector.

The Project Manager, Apprenticeship manages all aspects of the delivery of a national, multi-stakeholder initiative focused on strengthening Canada’s apprenticeship system within the electricity sector. This role oversees programs that support competency transfer, training and development, with an emphasis on innovative practices to improve apprentice retention. Working closely with a small team, the Project Manager manages stakeholder relationships and drives the implementation of solutions that enhance apprenticeship outcomes across Canada’s electricity industry.
Responsibilities
- Manage the development and execution of the project plan in alignment with the funding agreement and workplan, ensuring all deliverables are completed on time, within budget and to quality standards.
- Monitor emerging trends, policy changes and industry developments related to Canada’s apprenticeship system, workforce development and the electricity sector; communicate relevant updates to leadership and stakeholders.
- Represent EHRC at federal, provincial and territorial levels and with other organizations as required.
- Lead national steering committee meetings and focus groups; provide support to members as needed.
- Identify and build relationships with stakeholders supportive of apprenticeship initiatives.
- Analyze project requirements, schedule activities, identify and mitigate risks, and prepare monthly progress and financial reports (including cash and in-kind contributions).
- Collaborate with marketing, project and stakeholder engagement teams to achieve project objectives.
- Lead consultant procurement processes and manage contractor relationships to ensure successful delivery.
- Establish performance measurement strategies to monitor program effectiveness.
- Contribute to identifying and securing new funding sources for labour market initiatives.
- Perform other duties as required by the organization from time to time.
Qualifications
The ideal candidate brings deep knowledge of the skilled trades, a strong understanding of the apprenticeship ecosystem and proven expertise in competency-based training and program development.
- University degree in Social Sciences, Education, Business or equivalent combination of education and experience.
- 3–5 years of experience managing social science, training or labour market intervention programs.
- Project management experience; PMP designation considered an asset.
- Demonstrated experience managing project budgets, including forecasting and reporting.
- Experience managing federally or provincially funded projects is an asset.
- Experience in workforce development, competency development or training is an asset.
- Advanced knowledge of Canada’s apprenticeship system.
- Strong communication, report writing, facilitation and collaboration skills.
- Experience in partnership development and stakeholder engagement.
- Ability to present to senior external audiences.
- Strong computer skills (Microsoft Office, Internet research).
- Ability to work independently and as part of a team.
- Ability to work in English; French is an asset.
Work Environment
- Ottawa-based, hybrid work environment (minimum 3 days in office per week).
- Small office with a team of about 15 staff.
- Close to public transport, paid parking available and local amenities nearby.
- Some travel across Canada is required.
Compensation and Benefits
- One-year contract with automatic conversion to permanent on successful completion of year one deliverables.
- Salary: $70,000 to $82,000 annually, commensurate with experience.
