Position Summary

Electricity Human Resources Canada (EHRC) is working with partners building a world class electricity workforce – one that is safety-focused, innovative and inclusive. One element of this work will involve the recruitment and retention of more skilled trades people in Canada. That’s where this role comes in.
EHRC is seeking a Project Manager to manage all elements of a federally-funded project to improve apprentice retention in the electricity industry. Further, this individual will be responsible for managing programs focussed on competency transfer and development as well. Working in collaboration with a small team, the successful candidate will support various stakeholders to build out programming and innovative solutions to improve apprenticeship retention in Canada’s electricity sector.
Key Responsibilities
Reporting to the Program Manager of Careers and Education, the Project Manager is responsible for successfully delivering the project.
- Manages the development and execution of the project plan against the funding agreement.
- Monitors project workplan and regularly submits activity and financial reports to project funder and EHRC management as required.
- Identifies key stakeholders and initiatives and maintains relationships with industry stakeholders who are interested in, and supportive of apprenticeship.
- Analyzes project requirements, project planning, and activity scheduling.
- Designs, manages and monitors project activities to ensure high quality deliverables on time and on budget. Identifies and mitigates project risks.
- Leads the process of engaging consultant services (through competitive processes).
- Manages any contractor relationships to successfully achieve project deliverables.
- Works closely with marketing, project and stakeholder engagement teams to achieve project objectives in alignment with organizational objectives.
- Leads project steering committee meetings and focus groups and provides support to steering committee/focus group members as needed.
- Participates in the monitoring and reporting on the project financial progress, calculating and reporting cash and in-kind contributions.
- Ensures all parties and stakeholders are informed of project progress.
- Establishes key performance measurement strategies to monitor the effectiveness of individual activities.
- Participates in identifying and securing new sources of funding for labour market initiatives.
- Represents EHRC at the federal/provincial/territorial levels and with other organizations as required.
- May perform other duties as required by the organization from time to time.
Education, Experience and Skills
- University degree in Social Sciences, Education, Business or equivalent combination of education and experience.
- 3-5 years of experience managing social science / training / labour market intervention programs.
- Experience in project management (Project Management Professional – PMP designation considered an asset).
- Experience managing federally/provincially funded projects a definite asset.
- Experience in workforce development and/or competency development and training considered an asset.
- Strong communication (report writing), facilitation and collaboration skills.
- Strong experience in partnership development.
- Advanced knowledge of the apprenticeship system in Canada.
- Ability to present to sophisticated external audiences.
- Strong computer skills including MS Office products, Internet research, etc.
- Ability to work individually and in a team environment.
- Ability to work in English, French is considered an asset.
- Ability to travel across Canada occasionally.
Work Environment and Compensation
- Position based in Ottawa in a hybrid work environment (3 days in office weekly).
- Some travel across Canada required.
